Result of ServiceThe post incumbent will be assisting the Mission with all Air Operations and Movcon support for the contract period. He/she will be mainly involved in planning of UNOWAS/CNMC flights and aircraft dispatching at departure and arrival at the airbase.Work Location

Duties and Responsibilities
Within delegated authority, the Air Operations/MovCon Assistant will carry out the following duties:Air Operations duties:
• Coordinates and plans air transportation activities by the Standard Operating Procedures (SOPs), UN directives, Department of Peacekeeping Operations (DPKO) Aviation Manual, ICAO standards and recommended practices, IATA rules and procedures and the host country’s Aeronautical Information Publications (AIPs).
• Reviewing all operational and logistical mission flight requests received by Air Operations.
• Perform deliberate Aviation Risk Management (ARM) using the ‘Flight Planning Risk Management Form’ for all non-routine flights and the ‘Peace Model Form’ for routine activities; propose risk mitigation measures if required and flag for attention and appropriate decision when unable to mitigate risks by ARM SOP; provide an update threat assessment information to aircrews.• Collect aeronautical and meteorological information updates; provide pre-flight weather briefings to aircrews after interpreting charts, forecasts, TAFs, METARs, reports and satellite imagery; provide the required assistance and coordinate activities of aircrews in case of significant weather abnormalities, emergencies, or casualty evacuation.
• Managing special mission and VIP flights ensures all planning-related activities are performed on time.
• Reviewing, planning, and coordinating daily projected task orders and air support requirements.• Coordinates all air flight requests and activities with internal and external clients.
• Provides inputs to the management for the efficient, effective, and safe use of the UN air assets.
• Participate in the co-development of UNOWAS/CNMC Aviation Operational Requirements, Assessment of Aircraft Cost / Budget Estimates.
• Monitors technical and safety performance of aviation assets.
• Monitors aircraft utilisation and compiles statistical data.
• Monitors and evaluates compliance with the Department of Field Support (DFS) Aviation Safety Programme and corrects aviation safety deficiencies.
• Liaises with relevant aviation authorities for the coordination of flight clearances.
• Provides inputs for statistical reports on transport fleet utilisation and composition.
• Performs other related duties as requiredMovCon duties:
• Receives customer requests through Electronic Movement of Personnel (e-MOP) and cargo Movement Request (CMR) for transportation of passengers and cargo.
• Coordinates all flights with internal and external clients.
• Ensure that all passengers travelling onboard UNOWAS aircraft are holding an approved eMOP
• Prepare passenger manifest through the existing system ePBS.
• Receives the Aviation Risk management checklist from aircrews and informs the Air Operations centre of safety concerns if any
• Liaise with other UN units/sections, non-government and government organisations, and intergovernmental agencies on immigration and customs matters
• Assist in analysing projected passenger and cargo flows to estimate required resources.• Records statistical data on the movement of passengers and cargo within and/or outside a field mission.
• Monitors the preparation of luggage and cargo for transportation and ensures that the established procedures are conducted, e.g weighting and labelling.
• Ensures that required destinations’ luggage and cargo are labelled accordingly.
• Supervise the passenger and cargo handling operations with minimal supervision.
• Complies with passenger and cargo manifests and communicates them to aircrew
• Monitors that passenger and cargo manifest are given and signed by the aircraft Captain.• Brief passengers on schedules, routes, timing, and safety requirements.
• Maintains the electronic databases by the established procedures and deadlines.
• Monitors that appropriate reference documents are current, readily available, and accessible to all relevant personnel.
• Participates in preparing operational plans, performance reports, and responses to internal and external audit observations.
• Ensures established procedures are in place and aviation safety regulations are followed.Qualifications/special skills
Education: High School Diploma or equivalent is required. Technical or vocational certificates in Air Transportation, Aviation Safety Management, Air Traffic Control, Flight Dispatch, or graduation from an equivalent military establishment are required. A valid driver’s license is required.
At least eight years of progressively responsible experience in aviation. At least four years in an occupation directly related to air transport operations, air traffic control/air navigation services, airport terminal operations, or aviation electronic applicationsa) Air/Flight Operations b) Airfield Management c) Flight Dispatch d) Flight following/air traffic control e) Quality assurance f) Contracts Management g) Resource management/ budget/finance/accounting for air transportation services. Demonstrated experience in database design/development and management
Experience in at least two of the following fields is required: a) Air/Flight Operations; b) Airfield Management; c) Flight Dispatch d) Flight following/air traffic control; e) Quality assurance; f) Contracts Management; g) Resource management/budget/finance/accounting for air transportation services Experience in the use of ICAO standards and recommended practices
Experience preparing Passenger manifests/documentation is desirable. Knowledge of the Electronic Passenger Booking System (e-PBS)Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and French is requiredNo Fee
