In the framework of the implementation of the regional project entitled « Empowerment of Sahelian Women and Demographic Dividend – SWEDD », Plan International has established a partnership with UNFPA for Technical Assistance to countries for the implementation of activities related to the increase of economic opportunities for young women. This technical assistance will allow the support-accompaniment of the following 9 countries Burkina Faso, Cameroon, Chad, Cote d’Ivoire, Guinea, Mali, Mauritania, Niger and Senegal.

The interventions of the SWEDD project concerning the increase of economic opportunities are mainly focused on (i) technical and vocational training of young women who have dropped out of school, in innovative and high opportunity sectors, often with low female participation – for adolescent girls, the first objective is to keep them in school or to reintegrate them – such as driving and maintenance of tractors, motorised cultivators and motorised pumps, installation and maintenance of solar panels and satellite dishes, electricity, car mechanics, masonry, carpentry, welding, etc. (ii) reinforcing this training with practical courses and internships: (iii) the development of the entrepreneurial and financial management capacities of these young women; and (iv) support for the start-up of economic activities of adolescent girls and young women by providing them with working capital, investment funds or the supply of materials and equipment necessary for their activities.

Dimensions of the Role

The position is a Senior Technical Expert for the coordination of technical assistance to the women’s economic empowerment component in accordance with the terms of the MoU signed with UNFPA to this effect. He/she ensures that the activities of the work plan agreed with UNFPA are implemented in accordance with the commitments made. He/she collaborates with internal and external resource persons and structures to produce quality deliverables within the agreed timeframe. He/she will ensure the effective and efficient management of the resources (financial and material) made available for this project.

Accountabilities and main work activities

The Plan International Technical Assistance Coordinator will have the following responsibilities

  • Quality technical assistance to the 12 countries in the implementation of the Economic component as well as the linkage with the other initiatives of the SWEDD project with Plan International countries Offices;
  • Support to the establishment and facilitation of a Centre of Expertise on Skills and Opportunities in Vocational Training, Economic Integration and
  • Employment in link with OSEER programme and UNFPA/World Bank.
  • Monitoring and reporting (monthly, quarterly and bi-annually) on the implementation of the activities of the different components of the AWP in each of the 9 partner countries
  • Performance monitoring, which will make it possible to collect information on the progress made with regard to the performance indicators of the results contained in the monitoring-evaluation plan or matrix.
  • Setting up a database to ensure progress and coordinate the strategic communication around Economic component as well as the linkage with the other initiatives of the SWEDD project
  • Monitoring of contextual risks and risks related to the implementation of the results in order to take mitigating measures.
  • Financial monitoring including regular analysis of expenditures, and providing advice and guidance to implementing partners on meeting implementation deadlines
  • Preparation of results-based reports on a quarterly and annual basis to account for the performance of the economic component of the project.
  • Ensure supervision missions in the countries and within the Plan International communities, with the supervisory Ministries of each country, UNFPA, the World Bank, etc

Knowledge and experience

Physical Environment

The staff will work in a typical working environment with frequents visits to countries where our programs are delivered. The position is within WACA Hub organisation structure and the position holder can be based in any of WACA countries.
