Summary of role
IntraHealth International, Inc. is currently recruiting a Country Director for his office in Senegal. Under the authority and direct supervision of the Chief Program Officer, the Country Director will have the main roles of:
Country Office Oversight and Project Management (40%)
- Ensure overall Country Office oversight in terms of financial, administrative functions, risk mitigation, and safety and security
- Ensure regular communication and coordination with all Project Directors and the operations team to facilitate project management and implementation
- Support the Momentum project start up workplan and ensure alignment with global project objectives. (30%)
- Support the transition of BHBC to CARDIO4Dakar and ensure that key interventions reflect the CARDIO framework. (10%)
- Support the onboarding of Takeda staff to be based at the National Health School in Senegal and liaise with Takeda Project Director as needed.
- Support the TCI team to ensure smooth implementation of their strategy for TCI NextGen 2022-2025 as needed.
- Represent IntraHealth at high-level government or donor meetings, partner meetings and provide short-term technical assistance to countries in the region as needed.
Technical Leadership and Communications (30%)
- Support Strategic Priority in the Global Strategic Plan focused on localization, specific to the West Africa region, and determine the feasibility of a Senegal localization plan.
- As we transition the OPCU to a local entity, identify opportunities to disseminate IH experience specifically on this topic of localization (and as part of our Strategic Priorities).
- Reengage discussion and reflection around the operationalization of the IntraHealth Strategic Plan at regional level among West African regional leaders.
- Provide discreet TA to projects, such as Momentum, Takeda, Cardio4Cities, INSPIRE, and TCI and develop TOR for engagement of Country Leadership at IntraHealth’s Executive Leadership Team as needed
New Business Development (30%)
- Support new business development efforts in Senegal and elsewhere, as relevant, focusing on IntraHealth bids for the FWA region. This could include researching opportunities, RFI and technical proposal writing and review, and staff recruitment.
- Update the funding landscape analysis for all of FWA, identify funding opportunities to support diversification of funding in the region.
- In collaboration with CPD and BD, cultivate donors’ interest in FWA with particular emphasis on funding for TCI, such as BMGF, WHO, UNICEF, UNFPA, Global Fund, CIFF, Merck and others.
Minimum requirements
Education & Experience
- A master’s degree in organizational development, public health, health administration, or a related degree and/or a medical degree with significant management experience.
- At least 10 years working experience as a senior manager and/or COP and supervising staff
- Excellent understanding of MOH, and key donors USAID, BMGF, Novartis Foundation, UNICEF and others
- A good understanding of health service delivery in devolved system and the roles of each government
- Good experience and working relationship with partners & stakeholders in health system strengthening
- Successful experience in managing major programs, including proven ability to set a clear vision, lead diverse teams, mentor/inspire others toward accomplishment of goals, excellent negotiation skills, experience with complex, high profile or sensitive agreements, and recruiting supporting and leading senior staff
- Proven success in working with donor-funded projects; previous experience with USAID and PEPFAR-funded programs highly desirable
- Experience in new business preferred
Other Requirements
- Can analyze and interpret data to inform program and resource mobilization decisions.
- Demonstrated excellent leadership skills including strategic planning, diplomacy, negotiation and advocacy skills (especially working with donors, host government, partners, and other stakeholders).
- Demonstrated program management and operations skills in areas such as work plan and budget implementation, risk management, and policy compliance.
- Excellent people skills and ability to work collegially with teams and individuals.
- Excellent verbal and written communications and presentation skills.
