Department purpose

The Institutional funding department will provide strategic leadership on resource mobilisation to the Oxfam in Senegal. It will be responsible for delivering diverse income to Senegal through growing funding, influence and collaborations.

Team purpose

The Institutional Funding Team will contribute to find the restricted funds needed to implement the programmes in the Country Strategy and implement these funds according to the donor requirements. The proposals and reports quality as well as timeliness are key areas that this unit has to ensure.

This team ensures that partners and internal Oxfam Staff has the comprehension and competencies to follow donor rules and regulations. Capacity building plans for partners will have to be developed when needed.

Key responsibilities (Technical, Leadership, People and Resource management)

Technical

Support the Business Development Manager on the General responsibilities of this unit.

  • Manage office grants and support program staff in grants contracting
  • Oversee all grant contracting aspects and maintain grants quality management
  • Support implementation of Funding Strategy
  • Ensure that all relevant tools are up to date (pipeline, reporting system)

Contract Management

  • Ensure high level of Programme Team knowledge of donor requirements – guidelines, deadline reminder, specific expectations, etc.
  • Support programme teams to produce timely and high-quality donors reports by providing adequate guidance, improving report quality and ensuring narrative / financial reporting consistency
  • Monitor programme implementation and analyse consequences on contract management (NCE, amendment, exchange of letters)
  • Support the BDM to facilitating the links with donors and ensure timeliness, quality and consistency in communication with donors related to management of secured grants.

Capacity building to Oxfam program team and partners

  • Provide information sharing and trainings of Programme Teams and partners on developing reports and understanding donor expectations
  • Provide advice to programme teams and to partners in complying fully with the terms and conditions of grants
  • Supporting the Programme Team on day-to-day requests related to donors and contract management.

Contract management system

  • Keep contract management system up to date by creating contracts codes, ensure proper allocations regarding PIP and projects as well as updating proposal/project status
  • Timely and proper record keeping of key information – proposal, budget, contracts, amendments, reports, donor communication – and income management
  • Maintain and advise on the maintenance of restricted funding information systems and records on donor contracts both manually and electronically (Oxfam systems/tools)
  • Link with Regional reference person to address compliance issues

Experience, knowledge & competencies

Essential

In addition

  • Relevant experience in securing and managing funds from institutional donors (such as AFD, US foundations, EU) in an international organisation.
  • Sound understanding of Programme Cycle Management.
  • Sound skills in capacity building in relation to fundraising or programme development.
  • Self-motivated, target-driven and an entrepreneurial approach to fundraising opportunities.
  • Good computer skills, particularly use of Microsoft Excel.
  • Good communication skills in English and Wolof, written and verbal.
  • Good administrative and numerical skills and attention to detail.

Desirable

Previous experience in Oxfam fundraising and contract management systems and procedures.
